A page title should concisely say what the content on a particular page is about. If you use the same title on multiple pages, then those titles probably aren’t 100% descriptive of the particular content on those pages.
Unless of course, the content on the pages in question all have very similar content, in which case you could consider merging them.
When you have two or more pages with different content but the same page titles you should consider giving the individual pages page titles that are more specific to the content on the pages.
In most cases it will be obvious what a better page title will be for one or both of the pages, however there might be cases where finding a new page title needs a little more thought.
